Environmental Services Senior Code Compliance Officer

Summary of Position: Under general supervision, the Environmental Services Senior Code Compliance Officer is responsible for investigating, interpreting, and enforcing numerous commercial, residential, and miscellaneous ordinance violations for the City. This position also serves as a mentor for Environmental Services Code Compliance Officers by assisting in their training and development and for assisting with more complex environmental services code enforcement matters. This position also serves as backup to the Supervisor in limited situations. Employees in this classification perform more technical level work than Environmental Services Code Compliance Officers. This position is responsible for issuing notices of violation and citations for non-compliance to both commercial and residential sectors for violations of local ordinances, codes, and permits. Incumbent prepares cases for judicial process. Acts as a public information resource. Performs related work as required. May perform site plan reviews of trash enclosure facilities submitted through Citizen Self-Service Portal (CSS).

Essential duties and responsibilities include enforcing City ordinances and codes, testifying and presenting evidence at court hearings, performing research and investigative work, investigating and resolving citizen complaints, preparing Investigation and Abatement warrants, preparing, maintaining, and filing reports and records, responding to citizen inquiries, investigating and monitoring construction activities, performing public speaking presentations, serving as a mentor for Environmental Services Code Compliance Officers, sharing Environmental Services Code Enforcement expertise, assisting in establishing standard operating procedures, conducting research on varied topics, assisting in coordinating joint abatement and investigation activities with other City departments and agencies, performing related work as directed, complying with all written City policies and procedures, adhering to assigned work schedule, enforcing City's Solid Waste Ordinance, investigating and monitoring construction activities, monitoring collection contractor, explaining City solid waste services, reviewing current and planned developments and site plans, assisting City Marshall's with information on location of individuals with outstanding warrants, utilizing GIS Arc-View, Looking Glass and other GIS based programs, and performing other duties as assigned or directed.

Required Qualifications

Minimum qualifications include a high school diploma or GED and at least three (3) years of progressive Code Enforcement experience. Must possess a current State of Texas Code Enforcement Officer certification. Must possess ICC (International Code Council) IPMC (International and Property Maintenance Code) certification. Preferred qualifications include ability to speak and write Spanish. Conditions of employment include passing a drug screen and background check, and having a valid Class C Texas Driver's License.

Physical Demands/Supplemental

Specific physical demands may be required to successfully perform the essential functions of this job. This may include the following: between one and two-thirds of on the job time sitting, talking, hearing, lifting and/or exerting force up to one-hundred plus (100+) pounds. Under one-third of on the job time standing, walking, using one's hands to touch, handle or feel objects, reaching with hands and arms, climbing or balancing, stooping, kneeling, crouching or crawling, smelling. Special vision requirements include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Exposure to certain environmental conditions may be required while performing the essential functions of this job. This may include the following: between one and two-thirds of on the job time exposure to outdoor weather conditions. Under one-third of on the job time exposure to non-weather extreme cold, heat, wet or humid conditions, working in high, precarious places, exposure to fumes or airborne particles and toxic or caustic chemicals.
